Asymmetry is the whole design here, and it is the kind that only works if everything else stays quiet. One shoulder carries a strap and the other does not, so the eye follows a diagonal across the top of the set rather than a level line. Nothing else on the set competes with that.
The bias cut is what lets an asymmetric top sit flat. A straight-cut garment pulled across the body on a diagonal will drag and crease along the line of tension; cut on the bias, the fabric has give in that direction and settles instead. The strap is doing real structural work rather than sitting there as a detail, because it is the only thing holding one side up.
The waist is elasticated, so the two pieces meet without a gap when you move, which is the thing that usually gives a two-piece away.
