The print is what you see first. The dots are hand-drawn rather than generated, so no two are quite the same size and none of them are perfectly round. That irregularity is the difference between a polka dot that looks printed and one that looks made, and it is most obvious where the dots fall across a seam and refuse to line up.
Underneath the print, the dress is built from three decisions. It is cut on the bias, so the fabric moves on the diagonal and follows the body instead of hanging from it. The neckline is a halter, which leaves the shoulders and back open and puts the weight of the dress on the back of the neck. The waist is elasticated rather than fixed, so it sits where your waist actually is and gathers the skirt evenly from there.
The fabric is a soft cotton poplin, which is a closely woven cotton with a smooth face and a little body to it. It holds the gathers at the waist crisply instead of letting them collapse, and it is cotton, so it breathes.
