A slip dress lives or dies on the cut, because there is nothing else to it. No structure, no darts, no fastening doing the work. This one is cut on the bias, which is the only way a dress this plain holds a shape at all: laying the pattern across the diagonal of the weave gives the fabric stretch it does not naturally have, so it moves around the body and settles instead of hanging flat.
The cowl at the neck is cut from the same principle. It is not a gathered or stitched detail but extra fabric released at the bias, which is why it falls in soft folds that reset themselves every time you move. Press it into a shape and it will not keep it, which is the point.
Floor length makes it an evening dress by default, though that has more to do with where the hem lands than with anything decorative. There is nothing on this dress to dress down.
