Cutting a skirt on the bias means laying the pattern across the diagonal of the weave instead of along it. The fabric gains a small amount of give in every direction, so the skirt follows the body rather than hanging off it. You can see the difference most at the hip, where a straight-cut skirt tends to sit as a flat tube.
The side slit is doing practical work rather than decorative. A bias skirt this narrow would otherwise shorten your stride, and the usual fix is to cut the whole skirt wider, which loses the line. One slit solves it and leaves the silhouette alone.
It is a quiet piece, which makes it a useful one. Pair it with something structured on top when you want the contrast, or let it stay soft against a loose shirt. The hem falls mid-calf on most people, though that depends on your height more than on the skirt.
